Would transfer the career, technical and agricultural education program from the State Board of Education to the State Board of the Technical College System of Georgia (TCSG)

TCSG in consult with the State Board of Education and the Board of Regents for the University System of Georgia would establish content standards for career, technical and agricultural education courses in grades K-12. This content should align with career pathways. Advance level courses for career pathways that meet post-secondary requirements for college credit should be established. TCSG and the Board of Regents will work together to ensure coursework meets acceptance for college credit. Credits will also count towards high school diploma requirements for both academic content and career, technical, agricultural education content, if found in both areas.

TCSG shall identify assessments to demonstrate subject area competency for industry-specific certificates and credentials for career, technical and agricultural education courses.  Assessments may include commercial assessments or satisfactory completion in contests, career development events or projects.

The State Board of Education will establish a process for reviewing and approving commercially developed performance-based assessments.

All QBE funds earned by career, technical, and agricultural education laboratory programs will be transferred by the State Board of Education to the TCSG. 100% of those funds would then transfer to the local school board pursuant to a memorandum of understanding. Beginning July 1, 2019, TCSG would be the recipient of federal CTAE funds and local boards would be required to apply for grants.
